Minutes of Saxilby with Ingleby Neighbourhood Plan Review
 Steering (Working) Group 
held on Thursday 23rd February 2023 at 7pm at
 St Andrews Community Centre, William Street, Saxilby
 
Present: Louise Bembridge (LB), Paul Stafford (PS), Paul Roberts (PR), Cllr Hillman (meeting chair) and Luke Brown (independent planner)

1. Welcome and introductions
Cllr Hillman welcomed attendees, and introductions were made by all at the meeting. 
 
2. Receive apologies and accept valid reasons for absence
Apologies: Cllr Hewes
 
3. Receive declarations of interest in accordance with the Localism Act 2011
None received
 
4. Elect the Chair of the Saxilby with Ingleby Neighbourhood Plan Review Steering (Working) Group
Deferred until the next meeting.
 
5. Approve notes of the 24 January 2023 Neighbourhood Development Plan meeting and the chair to sign as agreed minutes.
Luke Brown proposed, and this was resolved with LB, PS and PR abstaining 
 
6. Review updated draft planning policies and legislation
There are three types of review. Luke Brown has reviewed the policies in the NDP (2017) with most policies needing significant changes.  This will mean a full re-run of the Neighbourhood Plan process is required. It will include a Regulation 14 consultation, submission, examination and referendum. 
The policies were review as followed: 
 
Policy 1: Housing Mix 
 
• Proposals for 10 or more dwellings will be encouraged to include some smaller dwellings, particularly 2 and 3 bedrooms, that cater for the accommodation of younger people, families, and older people. 
 
• Where possible, proposals for new care facilities and accommodation for older persons should relate well to public transport services, walking and cycling routes and be easily accessible to nearby shops and facilities. 
 
• Affordable housing provision should be in accordance with Policy LP11 of the Central Lincolnshire Local Plan. The type of affordable dwellings should reflect the specific needs in Saxilby at the time of application. We can seek support from WLDC for this. 
 
• Where affordable housing provision is being met on site, the units should be ful-ly integrated and indistinguishable with the market housing and scattered throughout the development to promote social cohesion and integration. 
 
Policy 2. DESIGN OF NEW DEVELOPMENTS 
This policy needs updating with a new Character Assessment which will be under-taken by AECOM (the grant body support package)
 
A request to WLDC for information on how many dwellings have been built in the parish since 2017. Action: Luke Brown
 
POLICY 3: COMPREHENSIVE DEVELOPMENT OF LAND AT CHURCH LANE 
This Policy is linked to a specific site allocation that has now completed. This Policy should be removed. 
 
POLICY 4: ALLOCATION OF AFFORDABLE HOUSING 
Public consultation will show any local needs which will guide this policy along with up-to-date information from WLDC
 
POLICY 5: PROTECTING THE HISTORIC ENVIRONMENT 
1. ‘’Development will be supported where it conserves or enhances the signifi-cance of designated and non-designated heritage assets and their setting, through high quality and sensitive design, taking into consideration appropri-ate scale, siting, and materials. 
 
2. Development proposals which would directly affect a heritage asset, or its setting should be accompanied by a Heritage Impact Assessment. 
 
Justification for alterations to Designated Heritage Assets or their setting will in-clude: 
a)  a heritage statement that clearly describes the significance of the building and explains in detail how the proposals should conserve this significance, and 
 
b)  be in accordance with the most up to date legislation and national policy and guidance. 
 
Justification for alterations to Non-Designated Heritage Assets will include: 
3. a) a heritage statement that clearly describes the significance of the building and explains in detail how the proposals should not adversely affect this significance, or 
 
b)  where demolition is proposed, an up-to-date structural report that clearly iden-tifies that the building is incapable of viable repair, or 
 
c)  where demolition is proposed, evidence that the building has no viable use in the medium term through appropriate marketing, and there would be a public benefit arising from its demolition. 
 
The heritage statement should consider the setting of heritage assets. In consider-ing the effect a development proposal may have on the setting of a heritage asset, the Council will assess the contribution the setting makes to the overall significance of the asset and how the proposal may impact on this’’. 
 
POLICY 6: PROTECTING RETAIL PROVISION 
This policy needs removing
 
POLICY 7: SAXILBY BUSINESS AND ENTERPRISE AND POLICY 8: SMALL SCALE BUSINESS DEVELOPMENT 
Now outdated in terms of planning policy. 
Policies to be merge into ‘Employment Development’ and link to the employ-ment related policies within the Central Lincolnshire Local Plan. 
 
POLICY 9: PROTECTING SERVICES AND FACILITIES 
Needs updating with a clearer list that corresponds to a map. These can only in-clude community facilities, not retail or business. 
 
POLICY 10: TOURISM DEVELOPMENT 
This policy could be strengthened and be locally specific to include areas such as the waterfront. 
 
POLICY 11: MINIMISING THE IMPACT OF DEVELOPMENT ON THE NATU-RAL ENVIRONMENT AND POLICY 12: GREEN INFRASTRUCTURE 
Policies 11 and 12 should be merged into a new ‘environmental policy’ and updated to reflect changes to national policy. 
 
POICY 13: DEVELOPMENT ALONG THE FOSSDYKE CANAL
This could focus on the regeneration of the waterfront area.
 
POLICY 14: OPEN SPACES, SPORTS FACILITIES AND RECREATION FACIL-ITIES 
The existing open spaces, sport facilities and recreation facilities need listing within a revised Policy and linked to a map. 
 
POLICY 15: LOCAL GREEN SPACE 
 Additional spaces to the list can be added using the criteria in the NPPF. 
 
POLICY 16: EXISTING AND NEW NON-VEHICULAR ROUTES 
This Policy is fine in its current form. Non-vehicular routes need defining on a Map. 
 
POLICY 17: TRAFFIC AND MOVEMENT AROUND THE VILLAGE
This policy needs to be linked to the emerging transport policies within the Central Lincolnshire Local Plan for clarity 
Other points raised:
• Establish a ‘development in the countryside’ policy to help manage develop-ment outside the village. This could include protecting areas through the cre-ation of ‘settlement breaks’ or ‘Green Gaps’. 
• Establish a developed footprint for Saxilby as a development management tool. 
 
• A new policy for climate change and renewable energy.
     
8. Discuss the NDP vision and objectives for the parish 
 
Deferred until the next meeting
 
9. To agree consultation as part of the review process 
Luke Brown proposed that there should be a public consultation meeting on 30th March, and this was resolved.  A leaflet drop to every household would promote this event. 
The Waterfront Festival would be a good opportunity to engage with residents.

Thursday 30th March at 7pm at St Andrews Community Centre.
