Minutes of Saxilby with Ingleby Neighbourhood Plan Review Steering
(Working) Group held on Tuesday 14th March 2023 at 7pm at St Andrews Community Centre, LN1 2LP

None raised.
 
 
1. Welcome and introductions.
 
Cllr Hillman welcomed attendees and provided the background to the project, introductions were made by all at the meeting

2. To receive declarations of interest in accordance with the Localism Act 2011
 
There were none
 
3. To  elect the  Chairman of the Saxilby with Ingleby Neighbourhood Plan Review Steering Group
 
Cllr Hillman nominated Paul Stafford to chair the meeting and it was resolved.
 
5.   Approve notes of the 23rd February 2023 Neighbourhood Development Plan Review meeting and the chair to sign as agreed minutes
 
Paul Stafford proposed and it was resolved.
 
6.  To discuss the vision and objectives for the parish (NDP, P.13)
 
Emerging Saxilby Neighbourhood Plan Vision and Objectives:
 
· Prioritise the reuse of previously developed land for all new development
 
· To influence the design, scale and type of new residential development
 
· Support existing and encourage new employment opportunities in the village, particularly    at the Saxilby with Ingleby Business Parks
 
· Encourage tourism related business activity within the village
 
· Protect and enhance our designated Local Green Space 
 
· Preserve and enhance our public footpaths and connections within and around the vil lage, and to the business park
 
· Preserve and enhance our local wildlife, environmental assets such as the Fossdyke Ca-nal and reduce our impact on climate change (?Green Policy)
 
· Protect and improve access to the countryside
 
· Protect and enhance our important historic buildings, monuments and assets
 
· Provide adequate public transport infrastructure for the level of development proposed for the village
 
· Support the improvement of existing highway infrastructure
 
· Improve the health and wellbeing of all residents
 
· Support the enhancement and improvement of social community facilities and amenities
 with a particular focus for a dedicated sports facility for teenagers
 
· Support the enhancement of utility infrastructure provision
· Education?
 
· Support an appropriate scale and location(s) for renewable energy development
  
 Separate policy for the Conservation Area
 
7.  To discuss and agree the updated Terms of Reference

8.   To agree to the format of the first public meeting as part of the review process.
 
Flyers almost ready for printing and will be delivered to every household in the village. Posters to be put in the shops, library and village hall and promoted  on Social media.
 
There will be a presentation by Luke Brown followed by a discussion on the review.
 
9. To discuss and agree a timeline for the Neighbourhood Plan review 
 
Luke Brown will review and draft this ready for the next meeting.
