Meeting

 
1. Welcome and introduction
The chair welcomed those present to the meeting.
 
2. Receive apologies and accept valid reasons for absence
Apologies from Jenny Clarke and Jane Kay.
 
3. Receive declarations of interest in accordance with the Localism Act 2011
None declared.
 
4. Approve notes of 14 March 2024 as minutes and the chair to sign
Having been proposed (Chris Hailes) and seconded (Dilys Britt), it was RESOLVED:
To approve the minutes of 14 March 2024 and the chair signed them.
 
5. To discuss and agree recommendations to the planning committee regarding: 
a. Opening of the footbridge on April 25
Having been proposed (Cllr Hillman) and seconded (Chris Hailes), it was    RESOLVED:
To recommend the below to the planning committee
- To invite residents living in Bridge Street, Bridge Place and Queensway (Wa-terfront facing) to the opening ceremony with hand delivered letters
- To invite other residents to the event via posting on social media
- To provide refreshments
- To decorate the footbridge with bunting
- To have speeches by Chair of the council Cllr Hillman and former parish and district councillor David Cotton
- To liaise with the Waterfront volunteer group for support in setting up for the event
 
b. Fishing event in July
Item deferred.
 
c. Music event in September
Item deferred.
 
d. Refurbishment of the public toilets including funding (Masterplan 6.7)
Funding from West Lindsey District Council has not been made available. 
 
Other avenues for funding are being researched including Asda Community Champions and the National Lottery.
A pre-planning application will be required.
Co-op volunteers are looking at options to support further.
 
e. Volunteer days 2024 and publicity/Comms
Approximately 10 people attended the first waterfront volunteer day. 
The fence and planters have been painted.
Further promotion was discussed including Facebook and poster advertising, and promotion within local groups such as U3A and WI, as well as further options for volunteers via CRT, the volunteer centre in Gainsborough, and Lincoln University.
 
f. Benches for the top towpath (Masterplan 6.14) including a potential memo-rial bench
LDAA (Lincoln and District Angling Association) have agreed to purchase/sponsor a bench.
A local family also is in discussion regarding purchase/sponsorship of another bench. Location and bench design were previously agreed by full council, however the family would like to change this.
 
Having been proposed (Cllr Hughes) and seconded (Chris Hailes), it was RE-SOLVED:
- To approve the change of design and location in principle, if this it is longer than six months since the original design was agreed at full council.
- To discuss with LDAA the possibility of placing their bench further down the towpath, to allow the residents’ bench to be placed closer to the footbridge.
g. Funding and fund raising

6. Refurbishment of the mosaic - discuss possible sites for the mosaic
A query regarding the land in front of the Co-op has been forwarded to Co-op’s property surveyor, who is liaising with colleagues regarding the possibility of relocating the       mosaic to that location.
 
7. Commissioning of the shoal of fish artwork (masterplan 6.4)
Cllr Hillman has met with the head of Saxilby C of E school, and the manager of     Wispington House, who are both positive and happy to be involved with the project.
Discussion regarding the involvement of other community groups, for example Saxilby Baby and Toddler Group and nurseries.
Laura Thompson has contacted Jake Goddard regarding the need for a licence and/or planning permission.
This project needs to be prioritized as funding needs to be used by September 2024.
 
8. Wildflower sowing 2024
Wildflower seeds have been purchased. The Conservation Volunteers have offered to resow along the towpath.
Cllr Hillman suggested meeting with Saxilby Nature Project to liaise on priorities for the year
 
9. Refurbishment of the pipe bridge 
Item deferred.
 
10. Lincoln Community Lottery Funding update for March 2024
There are currently ten supporters and 21 tickets sold – a slight increase. Further pro-motion is required on social media.
 
11. Date of next meeting
Thursday 9 May
 
12. Closed Session: The working group resolved to go into closed session in accordance with the Public Bodies (Admissions to Meetings) Act 1960 for the following item(s) on the grounds that publicity would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted. 
 
13. Replacement of the information boards- to consider costings for the board re-placements (Masterplan 6.13) 
Having been proposed (Dilys Britt) and seconded (Cllr Hughes), it was RESOLVED:
To ask all potential suppliers for examples of signage in situ, in order that group mem-bers can visit and consider the quality of the signage. To investigate the size of boards required.
 
14. Replacement of standard street lighting with heritage lighting- consider costs
A freedom of information request was submitted to LCC to find out the date that the original lamps were replaced, and whether this was after designation as a conservation area.
 
Having been proposed (Cllr Hillman) and seconded (Dilys Britt), it was RESOLVED:
To seek approval to approach National Grid to seek funding, and to explore further funding options.
