Saxilby Waterfront Working Group Meeting

7pm Thursday 13 July

St Andrews Community Centre, William Street, Saxilby, LN1 2LP.

Public Participation Forum

A working group member spoke regarding behaviour at the last meeting.

A working group member queried having a project plan. It was advised it was circulated at start of year and can be re-circulated and added as a re-occurring agenda item based on the masterplan.

 

Meeting

1. Welcome and Introduction

2. Receive apologies

Chris Hailes gave their apologies.

3. To receive declarations of interest in accordance with the Localism Act 2011

None given.

4. To approve notes of 8 June 2023 as minutes and the chair to sign

Jenny Clarke proposed a correction ‘two’ from ‘three’ and the minutes were resolved.

5. To discuss and agree actions for upcoming volunteer days.

- Footbridge will be out of action

- Painting Anglian Water fence – Clerks to buy paint

- Bark under beech hedge – One bale clerks to buy

- Obtain quote for post and rail/Lincolnshire fencing 

- Paint timber posts on Bridge Place corner

- Grounds to cut down post on Bridge Place corner

- Next date Sat 5 August

This was proposed by Jenny Clarke and resolved

Waterfront facilities

6. To receive an update on the refurbishment of the public facilities

- An update was provided

- Existing plans to be re-circulated

- Plans to be shared with the Conservation Officer and Building Control, Co-op, and HER – LCC for their comments

7. To consider recommending to full council, via planning committee, a request to paint the Saxilby Waterfront Facilities (public toilets and sluice) as an interim measure prior to the refurbishment, including the clerk seeking any relevant permissions to undertake the work

Cllr Hewes proposed to paint the existing doors black and windows. The motion was not carried.

8. To review a draft consultation survey on the Saxilby Waterfront public facilities and suggest feedback

The survey was reviewed. It was noted the target responses was 100+. It was agreed to advertise locally the consultation.

9. To discuss and agree to request a Waterfront Planting Budget for 2024/25 from council

Jenny Clarke proposed £175 for autumn planting from the Waterfront budget and to request £150 for the planting budget for next year from the council and £150 from Waterfront Funds. This was resolved.

10. To discuss a proposal to renovate the flower bed around the Mill Lane/A57 village sign and agree recommendations to full council, via the planning committee

Cllr Hillman proposed to agree in principle to recommending changes to the flower bed, to do some more work on the proposal in the meantime, and bring back next month with costs. This was resolved.  

11. To consider recommending to full council, via planning committee, a bench design for the top towpath and recommended budget allocation

Sheila Hughes proposed recent fundraising could contribute £1,128 and to request a council contribution for the remaining amount, with a fish design. This was resolved.

12. To consider recommending to full council, via planning committee, a request to pressure wash the Environment Agency’s flood wall, if the survey results support the works

Jenny Clarke proposed to request to the Environment Agency to pressure wash the flood wall if the survey results support the works. Cllr Hillman proposed clerks obtain advice from the conservation officer and heritage officer in the meantime. This was resolved with 4 in favour and 1 abstention.

13. To consider recommending to planning committee the removal of some paving slabs on the grass verge along Bridge Street

Sheila proposed recommending the works and this was resolved.

14. To consider the current terms of reference for the working group and make recommendations to planning committee for consideration

It was agreed to bring suggestions back to the next meeting

15. Consider a request to re-locate the memory branch installation

Item withdrawn by proposer.

The meeting is next week.

17. Refurbishment of the mosaic

The artist is available in September, and has a new backing material. Installation date and final location to be agreed. If on side of Waterfront Public Facilities will need agreement from Lincolnshire Co-op/Sun Inn. Add to agenda to contact Lincolnshire Co-op for agreement and check space available on the side. May need to go on ‘legs’ if can’t go on wall.

National grid have sprayed where cabling is to assist with re-planting
