Meeting

 
SW25/001 1. Welcome and introduction
Cllr Hillman welcomed those present to the meeting.
 
SW25/002 2. Receive apologies for absence
None received.
 
SW25/003 3. Receive declarations of interest in accordance with the Localism Act 2011
None declared.
 
SW25/004 4. Approve notes of 19 November 2024 as minutes and the chair to sign 
Having been proposed (Cllr Hughes) and seconded (Jane Kay), it was RESOLVED:
To approve the notes of 19 November 2024 as minutes, and the chair signed them.
 
SW25/005 5. To receive updates and agree actions on the:
a. Storage room on Bridge Street
Shelving requirements have been shared with office staff for ordering. In line with the parish council’s sustainability policies, it was suggested that the shelving could be sourced second-hand. The group agreed that shelving in the storage room needs to be in place before volunteering days begin for 2025.
 
Having been proposed (Cllr Hughes) and seconded (Chris Hailes), it was RESOLVED:
To recommend to Planning and Development Committee to purchase new shelving as requested, to be installed before March 2025.
 
b. Information boards
A letter requesting financial support for the purchase of lecterns has been sent to statutory organisations and stakeholders. No responses have been received yet.
 
Cllr Hillman has spoken with Saxilby & District History Group, who have verbally agreed to work in partnership with the working group on the content for the new information boards. Board content will be taken from the existing boards, checked for accuracy and relevance and updated. One board will be used to record the regeneration project.
 
Having been proposed (Jane Kay) and seconded (Cllr Hillman), it was RESOLVED:
To appeal to local organisations for donations of £500 towards the new lecterns, if no response is received from statutory organisations and stakeholders by the end of January 2025.
 
Having been proposed (Chris Hailes) and seconded (Cllr Hughes), it was RESOLVED:
To contact Saxilby & District History Group to confirm partnership working on the content of the information boards, and to invite them to share their initial thoughts on the existing board content, and to suggest moving the ‘Saxilby Treasures’ board to the corner of Torksey Avenue.
 
Having been proposed (Cllr Hughes) and seconded (Jane Kay), it was RESOLVED:
For working group members to collate content to be considered for a Saxilby Waterfront Regeneration information board, and for this task to be completed by March 2025.
 
c. Noticeboard
The noticeboard was initially installed with the intention that half of the board would be used to share information about the Waterfront. Currently the whole noticeboard is used for parish notices and posters. The layout needs to be reconsidered with headings and waterfront information placed on one side of the board.
 
d. Heritage lighting
Support to have the current lighting replaced with heritage lighting has been received from Heritage England and West Lindsey District Council’s Heritage Officer. A letter is currently in the draft stages to request that LCC fund the replacement of the current lights with heritage lights, due to lack of consideration for the conservation area status when they were installed in 1990.
 
e. Shoal of fish sculpture
The sculpture was completed and installed in December 2024.
 
f. Memory branch
A resident has sponsored the plaque and an additional leaf.
 
Having been proposed (Cllr Hughes) and seconded (Jane Kay), it was RESOLVED:
To consider and agree on wording for the memory branch plaque.
 
Having been proposed (Cllr Hughes) and seconded (Jane Kay), it was RESOLVED:
To keep the memory branch in its current location and install the plaque underneath.
 
g. Pipe bridge
Following the letter sent to Sir Edward Leigh requesting support, a response has been received from Anglian Water’s CEO stating that the water pipe bridge is structurally sound and that funds cannot currently be dedicated to repainting it, but that it will be considered for potential funding in the future.
 
Having been proposed (Cllr Hillman) and seconded (Jane Kay), it was RESOLVED:
To contact Saxilby’s District Councillor regarding the current situation with the water treatment centre, and if there are no ongoing issues with this then to submit a press release at the end of January to seek support for the repainting of the pipe bridge.
 
h. Village sign
Having been proposed (Chris Hailes) and seconded (Jane Kay), it was RESOLVED:
To check if soil has been put back in place around the village sign following work by the grounds team, and to request plants for spring planting to be purchased from the grounds budget.
 
i. Conservation area leaflet
Deferred.
 
j. Conservation area appraisal
The appraisal has been delayed. The Conservation Officer has been contacted for an expected completion date.
 
k. Fundraising opportunities
Saxilby Sports Hub have offered use of the bar area on a Friday evening for the waterfront group to hold a fundraiser. Lincoln Community Lottery still provides income for the group.
 
l. Lincoln and District Angling Association events
Lincoln and District Angling Association are now working in partnership with CRT – Let’s Fish. They plan to hold 8-10 fishing events at the waterfront in 2025.
 
SW25/006 6. To discuss and agree recommendations to the Planning & Development Committee:
a. Project plan actions for 2025, to include an exit strategy
Having been proposed (Jane Kay) and seconded (Cllr Hughes), it was RESOLVED:
To write to Acis Group requesting permission to plant bulbs on Canal Court.
 
Having been proposed (Cllr Hillman) and seconded (Cllr Hughes), it was RESOLVED:
To recommend the agreed exit strategy to the Planning & Development Committee.
